Planning, the soft skill that turns a goal into a workable action plan

Organising your actions over time is not only using a planning tool: it is a measurable human competency, essential in project management.

What is planning at work?

Planning

Planning is the ability to organise tasks over time, to set priorities and to meet deadlines to achieve stated objectives.

It differs from time management, which arbitrates at the scale of the day, and from the use of a planning tool, which is only a support: a poorly planned project generates daily stress even for someone who keeps their calendar perfectly. Concretely, it is the person who spots, before committing to a date, the external dependency that will make it slip.

Like all Core Skills, it is not a personality trait but a trainable cognitive ability, which rests on identifiable mechanisms and expresses itself in observable professional behaviours.

Where this skill plays out concretely:

What kinds of tasks: project management, multi-team coordination, budget planning, product launch, event organisation.

In which contexts: cross-functional project, subcontracting, regulatory deadline (when several actors depend on each other).

At what level of mastery: anticipating dependencies between actors and communicating adjustments before they become costly.

Planning belongs to the Operational Effectiveness family of our framework of 18 soft skills (Rising Up Core Skills).

Why develop planning?

In a project environment where deadlines are critical, planning is a measurable driver of performance:

Pour qui?

Pour qui et dans quels contextes ?

This soft skill is embedded in our development paths and certifying assessments at Rising Up.

Company

In projects where several teams and critical deadlines must align, mastery of a planning tool does not guarantee that the talent will anticipate, arbitrate and communicate. The Rising Up Soft Skills Scan objectively measures planning in your talents to identify profiles capable of sustaining multi-stakeholder projects. The result: fewer delays, better reliability of commitments and greater peace of mind on high-stakes projects. This competency is particularly important for project managers, PMOs, product owners, consultants and managers.

Recruiter

CV and interview no longer suffice to distinguish a true planner from a candidate who has learnt to look the part. The Rising Up Soft Skills Scan measures planning before the interview through several contextualised evaluation methods, and gives you actionable behavioural data. You gain an objective behavioural signal to limit the risk of a bad hire on project and programme management roles. This competency is particularly important for project managers, PMOs, product owners, consultants and managers.

Higher education institution

Employers in project management, consulting and product management fields expect graduates to plan multi-stakeholder projects, an ability rarely measured objectively in traditional curricula. The Rising Up Soft Skills Scan measures this competency, develops your students through the Soft Skills Enrichment programme, then certifies their level at the end of the curriculum. You strengthen graduate employability. This competency is particularly important for project managers, PMOs, product owners, consultants and managers.

Planning

Comment la mesurer et la développer ?

Through the Rising Up Soft Skills Scan, planning is measured scientifically on a 0-100 scale, using different evaluation methods, from situational exercises to contextualized questionnaires, calibrated by our scientific team, led by Dr Nawal Abboub (PhD in cognitive science, lecturer at ENS-PSL, co-founder of Rising Up), in collaboration with researchers from the CNRS, ENS-PSL and Université Paris Cité.

Every report includes:

  • a detailed score and its positioning against the requirements of the role
  • a contextualized behavioural analysis for each professional situation
  • personalized recommendations to progress over time

Rising Up is recognised as Deeptech by the European Innovation Council (EIC) since 2023.

Then, the modules of the Soft Skills Enrichment programme allow you to improve this skill through project challenges, realistic simulations and reflections guided by our proprietary CoreSkills AI.

FAQ

Understanding and developing planning

What is the difference between planning and time management?

Time management is a short-term arbitration: what to do in the next hours or the next day. Planning is broader: it organises a full goal over several weeks or months, anticipating steps, resources and dependencies.

Good time management does not compensate for poor planning. A poorly planned project generates short-term stress even if the person manages their schedule well. Rising Up measures strategic planning, not just calendar use.

Can planning be developed as an adult?

Yes. Cognitive science research shows that planning is a trainable competency at any age, contrary to the popular belief that it is innate.

Our Soft Skills Enrichment programme offers exercises to develop planning, with AI-based progress tracking through CoreSkills AI.

Can planning be measured objectively in professional situations?

Declaring yourself a good planner is easy; being one in situation is harder.

The Rising Up Soft Skills Scan evaluates planning by combining situational exercises and contextualized questionnaires where the candidate must anticipate dependencies, arbitrate between ambition and realism and adjust to an unexpected event. It is the in-context response that is scored, never an abstract self-assessment.

Why is this competency crucial in project management?

Behavioural skills predict professional success, contribute to it causally, and can be developed (research by James Heckman, Nobel laureate in economics). In project roles, planning is the primary factor in keeping commitments.

A project manager who plans poorly generates cascading delays, budget overruns and loss of stakeholder trust. It is a central criterion for hiring and mobility toward programme and executive roles.
